HR Checklist for 2023 HR Operations
Update your operating systems for 2023 to reflect new employment laws and guidelines, including the following:
- 2023 disability compensation contribution withholding requirements and payment provisions for Temporary Disability Insurance (TDI), Workers’ Compensation (WC) and Prepaid Health Care (PHC) are as follows:
- Maximum weekly wage base:
- TDI: $1,318.48
- WC: $1,634.92
- Maximum weekly benefit amount:
- TDI: $765.00
- WC: $1,090.00
- Maximum weekly deduction: $6.59
- Mandatory coverage under Prepaid Health Care: $1,041.00

- Standard mileage rate for business expenses: Effective January 1, 2023, the Internal Revenue Service (IRS) increased the optional standard mileage rate to 65.5 cents for every mile of business use. This is a 3-cent increase from the July 2022 rate, a rare mid-year adjustment to reflect then rising fuel prices. See IRS notice 2023-03.
- 2023 Hawaii Unemployment Insurance Rate Schedule Announced Employers’ contribution rate to the state Unemployment Compensation Trust Fund will follow Contribution Rate Schedule F See rates below
- Taxable Wage Base (per employee): $56,700
- Tax Rate for New Employers: 4.00%
- Maximum Tax Rate: 6.20%
- Employment and Training Assessment (E&T) Rate: 0.01%
- Maximum Weekly Benefit Amount: $763
