Employers receiving substitute submissions (either electronic or paper) of W-4 forms can also refer to the IRS Additional Guidance for Substitute Submissions of Form W-4, as well as its Publication 15-A (Employer’s Supplemental Tax Guide) and Publication 15-T (Federal Income Tax Withholding Methods).
